Representações dos beneficiários do Rendimento Social de Inserção

Abstract

O Rendimento Social de Inserção, implementado em Portugal em 1996 com a nomenclatura de Rendimento Mínimo Garantido, trouxe como uma das principais inovações no quadro das políticas sociais públicas, o facto de associar a uma prestação pecuniária um plano de inserção. Esta característica da medida tornou difícil a manutenção do recurso a metodologias assistencialistas. A participação dos beneficiários no seu próprio processo de autonomização, tornou-se uma peça fundamental, sem a qual não será possível atingir o principal objetivo da medida: a inserção. Dezassete anos volvidos do início da medida, procuramos com este trabalho perceber se, na visão dos seus beneficiários, os objetivos de inserção e a implementação de práticas participativas são características por eles reconhecidas. Não pudemos deixar de referir que o interesse pela temática deste trabalho não é indiferentes a quinze anos de trabalho de terreno onde, pelo contacto com muitos destes beneficiários e ex beneficiários, foi empiricamente ganhando corpo a ideia de que, a sua perceção e modo como veem a medida, não é próxima do espírito com que o legislador a implementou e esta mesma visão, muitas vezes não é tida em conta na execução da medida. A contextualização teórica por onde iniciamos este trabalho, procura enquadrar e clarificar as palavras-chave da temática em presença. Após esta contextualização, realizamos uma sistematização das principais características dos beneficiários do Concelho onde se realizou o trabalho. De facto, esta caracterização foi a primeira sistematização de dados apresentada ao Núcleo Local de Inserção e à Rede Social de Vila do Conde. Por fim e como não poderia deixar de ser, demos vós aos beneficiários, procurando perceber a sua visão sobre a medida e em particular a sua perceção sobre a participação e a inserção prevista pelo legislador.The Social Insertion Income, implemented in Portugal in 1996 with the name of the Guaranteed Minimum Income, brought one of the main innovations in the context of social policies the fact that it associates a cash benefit to an insertion plan. This feature made it difficult to maintain the use of welfare methodologies. The participation of beneficiaries in their own process of empowerment became an essential part, without them it would not be possible to achieve the main objective of the measure: the insertion. Seventeen years after the measure has been implemented, this study tries to understand whether, in view of its beneficiaries, the goals of integration and implementation of participative practices are characteristics recognized by them. We could not fail to mention that this work is not indifferent to fifteen years of fieldwork which, by contacting with many of these beneficiaries and former beneficiaries, fleshed out the idea that their perception and how they see the measure is not close to the spirit with which the legislature implemented it, many times this is not taken into account in the implementation of the measure. The theoretical context where we started this work seeks to frame and clarify the key words of the topic at hand. After this context, we performed a classification of the main characteristics of the beneficiaries of the county where the work was done. In fact, this was the first systematic characterization data presented to the Insertion Centre and to the Local Social Network of Vila do Conde. Finally and as it should be, we have given to beneficiaries an opportunity to speak, we have sought for to realize their vision on the measure and in particular their perceptions of participation and integration envisaged by the legislator.
